Masjid Operational Management Framework

This Masjid Operational Management Framework defines the requirements for establishing, implementing, maintaining and continually improving the management of Masjids and Islamic Centers. The adoption of an Operational Management Framework is a strategic decision for any organization.

 The establishment and implementation of the Masjid Operational Management is influenced by the organization’s mission, vision, objectives, needs, time, place, context of the organization, community, political, social, and economic environment, the organizational processes used, as well as the size and structure of the organization. All of these influencing elements are expected to change over time.

The Masjid Operational Management Framework preserves the interest of the local Muslim Communities by outlining the requirements for successful management of Masjids and Islamic Centers and giving confidence to the local Muslim Community and other interested parties that the Masjid is adequately managed.

It is important that Islamic principles and values are integrated with the organization’s processes and overall management and that Islamic Principles and Values are considered in the design of processes, programs, events, services and controls.

This framework can be used by internal and external parties to assess the organization’s ability to meet the organization’s own defined requirements.

The framework controls are grouped into 5 domains and 14 objectives. The 5 domains are:

  3. Programs and Events

  4. Operations

  5. Governance Risk and Compliance
